1932 JUNE 25: MANILA to OHIO Bureau of Science official card form with pair of 2c Rizal O.B. overpaying by 2c the Government Postal Card Rate to the United States. The postal card rate for civilian mail was 4c and maybe the one who prepared this  card was unaware of the special 2c Government Rate.
